More ways of obtaining Legendaries?

With the current drop rates some who exhaust their runs 10/10 dailies have not yet seen a legendary and this is pretty infuriating even that we spent elluns on reset. Will the drop rates be improved further? or Legendaries be exchanged with tokens? or better yet make Legendaries always 3 slots with appropriate class stats.
