Shortly before the game's release, a developer blog was posted which addressed many of the concerns expressed by players during the closed beta:

Among those concerns was whether costume items from Ellora's Shop would provide stat bonuses, or would simply be cosmetic-only. On that matter, the following statement was made in the dev blog:
We evaluated Ellora’s Shop to address items that could provide a competitive advantage that cannot be overcome through playing the game. We either removed those items or reduced the stats on the equipment to 90% of what players can find through gameplay.
Unlike other territories, the character costumes in the North American and Europe Riders of Icarus release will not have bonus stats attached, and they are permanent instead of being duration-based.
But in the latest update to Ellora's Shop, we have the following items:
- Equip the Red Rune Cape to receive a +500 increase to Health and a 20% EXP bonus for you and your familiars.
- Equip the Divine Karasha Outfit to receive a +5% increase to Move Speed, and a +5% increase to find a rare drop.
- Equip the Stationary Weapon Skin to receive a +500 increase to Health, and a +5% increase to find a rare drop.
In addition to having stats attached, these three items have only a 30-day duration. And I'm pretty sure there is no way to acquire a cape, outfit or weapon skin through gameplay (much less ones that would provide greater stats than what can be purchased in the cash shop).
I waited until the last minute to purchase a Founders Pack, and only bought in after reading that dev blog which I linked. Now, two months later, you've already done a complete 180 on your stated cash shop strategy.
I'm just going to say that this Rider ain't too happy right now, and leave it at that.
