Both my wife and I have been experiencing this weird "pulsing" frame lag. It's not like dropped frames or hitching/halting. It's nauseating to say the least.
This advice may not help everyone and it doesn't seem to alleviate the issue completely, but try changing your client to run DirectX 11. It helped a lot for me.
Close out of the game if it is running.
Open the following file on your computer in Notepad:
Change the following lines to:
Save the file and launch the game.
Note: If you change your in-game graphics settings for any reason after this alteration, this setting will be lost and you'll need to do it again.
